The anchor represents the strength of being held fast, or anchored in a place, that being The Word and the Lutheran Confessions.

The Bible is placed at the lowest fluke of the anchor as this is the "working end" of the anchor when tilted in this position and the primary point of attachment and strength.

The seal is placed at the upper fluke as a point of secondary attachment and strength for holding fast.
